RPPL’s Shared Measures Toolkit is an exciting new resource that offers practical, research-informed instruments that districts and PL providers can use to measure and monitor the implementation of high-quality instructional materials (HQIM) and curriculum-based professional learning (CBPL).
The toolkit expands on RPPL’s original ELA Toolkit to include items specific to Math as well as items appropriate for any content area. The toolkit measures key inputs, outputs, and outcomes involved in implementing HQIM, and organizes them in the Shared Measures Construct Map.
The toolkit is designed to be flexible; users can choose the components that best fit their goals and context and download resources as PDFs, Excel files, and Qualtrics survey templates for your own use.
The toolkit can help practitioners and researchers ask and answer questions about curricular shifts in their district, such as:
- What is the current status of CBPL and HQIM implementation overall?
- How does CBPL and HQIM implementation vary across the system?
- What are the strengths and weaknesses of the system?
- To what extent is the system improving over time?
In the short term, this toolkit can help districts and PL providers address gaps in their data collection. In the longer term, it will serve as a common tool for shared learning and benchmarking between organizations and sites.

Alongside the six organizations that anchored the development of the toolkit, we also received invaluable feedback from the following partner organizations on the Math-specific components, gathered through a series of focus groups
